Associate Executive Director for Early Childhood Programs

The Associate Executive Director will serve as part of the executive management team and will lead and oversee program quality and development in our early childhood education and early intervention programs. The ideal candidate will have in-depth knowledge of early childhood programming and regulations in New York City in order to properly support operations, experience managing and implementing outcomes, experience managing and developing staff, and will be a leader in the field as well as have strong leadership capacity to support the goals of the organization as a whole.


Responsibilities:

  • Provide strategic and visionary leadership to all early childhood programs including: Early Head Start, Early Childhood Education Centers, Family Child Care, Early Intervention, Butterflies mental health programs, Early Intervention, Healthy Families, Family Enrichment Program, and other related programs as they are developed
  • Supervise the work of Senior Program Directors through regular individual and group meetings; provide mentorship and coaching to managers to develop professionally and in support of organizational goals
  • Partner with Senior Program directors to develop, implement and refine systems, including data management, operational policies and procedures, and compliance-related systems within the division and across the Settlement
  • Oversee the programs' compliance with all applicable regulations and interface with governmental partners for problem-solving, advocacy, or other issues
  • Provide guidance for the implementation of Early Head Start/Head Start Management Meetings and the implementation of the Policy Council
  • Work with Senior Program Directors and Finance Team to manage all programmatic budgets; oversee annual budget development; support Senior Program Directors to oversee program budget analysis and monitoring 
  • Support Senior Program Directors on staffing issues (including union-related concerns) in partnership with the Human Resources Department
  • Support Senior Program Directors to manage Facilities issues at each program
  • In conjunction with Development team and Senior Program Directors, ensure adherence to all required reporting including refunding applications, contract and grant renewals, grant requests and progress reports
  • Collaborate with Director of Data to develop integrated data management systems across programs and ensure systems are in place to document program deliverables and outcomes, including monitoring program self-assessments, to support continuous improvement, high quality and accountability in all programs
  • Articulate, model and support an internal culture of inquiry, community input, and reflection for continuous improvement 
  • Develop and maintain external relationships within the field in support of community needs and University Settlement programs and initiatives; build internal and external bridges, collaborations and partnerships; join in advocacy campaigns to promote funding and policy change in support of families, children, communities
  • Work with Executive Director and senior management team to conduct strategic planning within the specified program areas as well as in relation to larger organizational issues; lead new initiatives to enhance existing programs or start-up new programs as decided through strategic planning 
  • Work with executive and senior management teams to spearhead and/or manage special projects
  • Other duties as requested by supervisor

Qualifications:

  • Master's degree or equivalent experience in Business Administration, Social Work, Education, Psychology, Human Services or related field
  • At least ten years' experience in early childhood management; knowledge of Head Start and Early Intervention regulations, as well as New York State Article 47 regulations; experience directing an Early Childhood Education Center of particular interest
  • At least seven years' experience managing managers, teams and projects; strong leadership as well as management skills
  • Strong fiscal management skills
  • Ability and desire to coach, mentor and develop talent within the organization, and networks to recruit from without
  • Excellent written and oral communication skills; public speaking required; experience with grant writing and reporting required
  • Experience with data tracking, outcomes measurement, and quality assurance preferred
  • An understanding of social policies having an impact on our communities; cultural competence within diverse settings and communities; and willingness to engage in community advocacy on behalf of the agency and the communities we serve and to support the agency to work toward just social policies locally and beyond; comfort with leading conversations on racial, economic and social equity within the context of early childhood and community-based work is highly prized;

Hours: Full time
